Portland Oregon June 6th 1870 Hon. E.S. Parker Commissioner of Indian Affairs Washington D.C. Sir: I have just returned from a visit to the Yakama Indian Agency W.T. Before leaving this place for the Agency, I informed Col. Ross I was ready to enter or resume my duties as agent. On arriving at the Agency I was not recognized as Agent Col. Ross had omited or neglected to order Liut. J.M. Smith there to turn over the property and moneys to me. Things there are in deplorable amp; dilapidated Condition. More than half of the Indians have left the Reserve. of their Cattle have been picked away by Speculators Since last fall the indians are generally demorallized. With the time and Money I have Spent going to, and Coming from the Reservation, amp; the condition of the Indians, Employes and property I am reluctant to have any thing to do with the Service. If there is any information needed by the Department to confirm what is Said above, I can send forward affidavits to Establish Every word I have written. I have not lost the interest that I gained in the indian the nine years I Spent in the Service with that Nation, and am anxious that Some good man who will act the part of the father toward them may be placed in Charge of that and all other departments Connected with Said Service.
