Portland Oregon June 6th 1870 E.S. Parker Commissioner of Indian Affairs Washington D.C. Sir: I have just returned from a visit to the Yakama Indian Agency W.T. I was not recognized there as Indian Agent. Col. Ross has not ordered Smith to turn over to me things there are in a deplorable amp; dilapidated condition More than half of the Indians have left the Reserve of their Cattle have been picked away by Speculators Since last fall the indians generally are demorallized With the time and money I have Spent in the visit, and the condition of the Indians, Employes and property, I am reluctant to have any thing to do with the Service. If there is any information needed by the Department to Confirm what is Said above, I Can send forward affidavits to Establish Every word I have written. I should have Said before leaving here for the Reservation I informed Col. Ross that I was ready to resume my duties as agent on Said Agency. I have not lost the interest that I gained in the Indian the nine years I spent with that nation and am anxious some good man who will act the part of a father toward them may be placed in Charge of that and all other departments Connected with Said Service. Hoping that you Sir, and all that are Connected with you, will be wisely directed in the Choice of men and measures to Carry forward peacefully and prosperously this important work in the nation I remain Sir: Your obedient Servant James H.
