Salem, Oregon Dec 16th 1870 Rev. W.S. Harris D.D. Dear Bro I take pleasure in introducing to you Hon H Meachum Supt. of Indian Affairs in the State of Oregon. Mr Meachum goes to Washington on Official Business in Connection with his Department of Service. He has Suggested to me, and will doubtless to you, that General Joel Palmer would be a better man to govern the indians at Siletz, than L.S. Dyer. If this Change Can be brought about, So Palmer goes to Siletz and Dyer to Grand Round, I see no objection to Such a Change. It has been Suggested by Mr Meachum that it will take a little time for Hon B. Simson to Close up his work at Siletz and as his term of Office expires in the Spring by limitation, and the difficulty of making the change in the winter with the amount of good feeling secured to Hon B. Simson and his friends in going out by limitation rather than being turned out Now if a delay for a few months in the Change is agreed upon I see no evil growing out of it but think good might result to the whole Service. Hoping you will be assisted in Consulting with Mr Meachum who is I believe is in true sympathy with any, and all places to Save the indian from degradation. I remain Yours truly James H. Wilbur U.S. Ind Agent W.T.
