Were the articles above Specified issued to Indians in payment for labor Book of Receipts and Disbursements does not exactly agree with this list of articles Do you think an affidavit of yourself, and one other employee who was here at that date, and whose name is on list of Employees that these articles were to the best of your knowledge and belief sold to Indians in payment for labor performed for the Agency would do, and if so where is the proper employee to apply to? I see Mr Headly of Walla Walla and Bro Powell were both on roll of employees at that date would it not be better to submit affidavits from both I have made some certificates to which Mr Headley s certificate name is necessary Please write and ask him to sign and return them to you I enclose an addressed envelope for him to send the certificates back Excuse hare All send regards Very Truly JH Fairchild I do not write Mr. Headly myself not knowing him I do not know his address written upside down in top margin You can use your own judgement about asking Mr Headly to make affidavit to issue of these articles to Indians if you write the affidavit please name all the articles and quantity in the affidavit I will make out all other papers These articles are suspended as not being property accounted for There is no question of the fact that they were honestly expended and issued, but they are not certified to in proper form to remove suspensions EK Miller the Carpenter being dead, Mr Headly s certificate will be sufficient Yakama March 8th 1883 JH Fairchild
