You are advised that Mr. Larsnn has no status that would permit of his transfer to the position of Industrial teacher irrespective of the fact that it is considered inadvisable to make him an offer, inasmuch as he is now receiving 720.00 a year, whereas the position of Industrial teacher at Tongue Eiver pays only 600.00 a year. The Office records do.not show Ur Larson ao being employed at the Tulalip School, neither is there anything of record to show her qualifications. Respectfully, CRw lt; Vuta gt;V 1917- . 1917 As soon es I could I located another Job and this time I signed on as a HELPER at the Skinner Eddy Shipyard in Seattle. :,flaen I reported to duty snd upon entrance to the yard I, with a group of new workers, found ourselves facing a group of men waiting for us- one of these fellows looked at me snd said Come along Bud and I followed .him to a tool room where I was sued a hammer- Followrae said my boss and I followed him. tfe went to a .ship under construction and my boss never told me what we were supposed to do so I Just followed him. He would walk along the hull, inside, tapping bolt heads end me following Just tepping because I couldn't see Just what he was doing. The ti.ird day he failed to show up- I got my hammer and Just went arou d hitting anything and everthing until I got disgusted. That weefi: end I went over to Tacoma and contaced Mr. Johnson Williams and he told me to come on over to Tacome and he was sur6 he could get me a Job at the Todd Shipyard. He was one of the timekeepers. When I reported at this yard I was shown a desk and on that desk was a pile of reports- time keepers reports that had not been completed- I wes told I was a distribution writer. I soon learned what this wa- all about and completed the work and then was assigned to the Job of one of the timekeepers- there were three of us. I was given the names of about fifty men- my Job was to find these men and since there were several thousand men in this yard I was in doubt as to whether I could deliver the goods- my men were ship-fitters- I couldn't find any of them and about the end of the third day I was ready to give up but a group of these men were working right under our office- I stopped to talk with them and they soon discovered that I was their lost time-keeper. They put me onto the works- pointed out my men- working in groups from two to five men in a group. All of these men had numbers and carried brass ahecks with their numbers and when leaving the yerd they put their checks on the board 8t the main entrance. From here on I could see my men and get their numbers, the hull they were working on and the kind of work they were doing by them pointing to the hull and indicating by signs Just whet they were doing. While working here we went through two strikes and when the third strike esme along I quit end we moved back to Indianola Beach. During the time I worked in Tacome we rented a house on E 32nd Street. During the time since we left 3usy Mr. M.'Y. Cooper hed been trensferred to Klemeth Agency and we received word from him to come down end work there. Mrs. Larsen took cherge of the kitchen and dining hall while I was assigned to the office. 7e errived et Klemeth on Feb.13, 1918, during e heevy snow storm. -rs. Larsen steyed until school was out An June and then she and Vivian left for Indirnole 3eech. I lasted until November 22, 1918 when the doctor told me I hed better leave there because of the altitude, Thile at Klemeth Agency I wes appointed es Reglstar for register8tlon of Indiens frr draft. While et CLamath I received two offers for employment- first, Supt. C. R. Whitlock at Pawhuska, Oklahoma offered me position of disciplinarian and Mrs. Larsen the position of baker and later the position of boys matron. This offer we refused. The other offer was from Supt. John 3 Brown, U.S.Indian Industrial School at Phoenix, Ariz lt;5ne who offered me posltior of bend instructor and assistant discipllnarian- this we refused. On October 22, 1919 was offered clerkship at Warmsprings by telegram but refused. On Oct.24, 1919 I received letter from Edwin L. Chalcraft, Superintendent, Siletz Indian Agency, Oregon tha there was a vacancy there es clerk. On Nov.13, received telegram asking if I would accept position at Siletz. On Nov. 22 my appointment was made. We entered on duty at Siletz on Dec.3, 1919. To Su ne r In t end en t;-.-.: Your attention is invited to that part of Section 78 of Registration Regulations No. 2 relative to the disposition of the registration cards of oersons registered on Indian reservations, and you ax instructed as followsS The registration cards, original and duplicate, of citizen Indians and all other persons, excent noncitizen Indians. should he sent directly to the nearest State local registration hoard in the jurisdiction in which your reservation belongs. If your reservation comprises or Is a part of more than one county, it win he necessary to segregate the cards by counties and mail them accordingly. In the case of noncitizen Indians, the duplicate cards should he sent to the Coviissloner of Indian Affairs and the origin' nais retained hy you. Under the first registration there has heen considerable correspondence as to what Indians are citizens. The question of citizenship, as a general rule, is an individual one to determine which the facts in each Individual case must be considered. The folio-ing general rules, however, are given herewith as a guide to Superintendents to determine this question in the cases coming before them: I. Indians whose trust or restrictive fee patents are ted prior to May 8, 1906 are citizens by virtue of Section 6 of the Act of Feb.8, 1887. 11. Indians whose trust or restrictive fee patents are dated May 8, 1206, or subsequent thereto and who have received p t- ents in fee for their aliottments are citizens by virtue of said section 6 of the Act of Feb. 8, 1387 as amended by the Act of May 8, 1906 (34 St t.L. 182). 111. Section ofzfezB 6 of the Act of Feb.e, 1887, both before and after its being amended by the act of May 8,1906, provides that: Every Indian born within the terriotorial limits of the Un/ited States who has voluntarily taken up, with said limits, his re id.ence separate and apart from any tribe of Indians theein, and has adopted the habits of civilized life, Is hereby declared to be a citizen of the United States, and is entitled to ail the rghts privileges, and immunities of such citizens********** . I f I IV. The Solicitor of this Department has held that wher Indian parents became citizens u-on allotment thir minor childBn became citizens with them, and that children born subsequent thereto were born to citizenship. Where it beeves nece:s;.ry to submit the question to this office, full information should be given on the above pOit*, together with any other facts and circumstances which enter fcito the particular case. Some Jurisdictions have special circu.nstanes which enter into the r;uestion, but these can not be gone into here, and they are generally :ncwn to the locations involved. Noncitizen Indians are entitled to deferred classification. Therefore where the registration of the Indians was handled by the State authorities in this second registration, you shoul confer with and advise the boards as to which of the register ed Indians are noncitizens. You should also advise your Indian's, who have so registered, in regard to their rights to deferred classification on the ground on noncitizenshio and on such other grounds as they may be entitled to under the lav. and the President's regulations. Under the regulations, claims for e emotion or discharge may be made by any p rson by or in behalf of another person. As Si; erinten ent in charge of and responsible for the welfare of your you should therefore exercise this right wh-rever tho circumstances vmrrant such action, and especially in view of the fact that in many c ses th rights of the Indians may not otherwise be nrotected. The Indians should be advised and they are entitled to waive their rights to erem tion or deffered classification. In the case of Indians now classified as noncitizens and who later become cltiz ns, you win follow the instructions issued In Circular NO.1305-H, dated April 87,1918. The blank form will be sent you for use in bonding the employe whom you designate as your Deputy, and we shall be glad to execute the bond in Washington, as surety, for a premium at the rate of 1.00 per thousand per annum. The bond will not be filed in the Indian Office but will be retained by you and if yon will send the form to us we will execute and return it to you immediately. We inclose a blank application which should be signed by the person to be bonded and returned to us. The application may be changed so that you, instead of the United States, will be named therein as the obligee. We trust we may have the pleasure of serving your Deputy in the matter.
