Department of the Interior Office of Indian Affairs Oct 21st 1863  Sir:   I transmit herewith for your information a Circular from the treasury department 2nd Comptrollers Office of the first Sept 1863 Containing the decision of that office respecting the computation of time of payment of salaries of government Employes directing that each month Shall be Considered as Containing thirty days and Salaries to be Computed accordingly. Hereafter in rendering your accounts you will be governed by the instructions contained in this Circular which Supercedes therefore all previous instructions from this Office Conflicting with it.
