In answer to the objections made to my Cash Account, in the Misappropriation of Funds, I have to Say that an examination of Accounts Statements of Indian Property Sold, and money Credited from time to time for Such Sales and disbersed from Such increased funds by such receipts will be found some explanation for the seeming Misapplication Agan it will be remem- bered that I was instructed to Pay the Clerk out of the Incidental Fund which at times left me only fifty Dollars per Quarter for paying travelling expenses fo Myself, Mail Carrier, transportation of goods Forrage, Pasturage, and all other expenses arising from the hawling good from Rockland to the reservation Again I wish to Call your attention to the fact that in Dec 1866 I received Drafts from Supt Waterman for Seven thousand two hundred and thirty eight dollars and Seventy five cents that at an expense of travelling from the Agency to Portland and being detained some time there to get the Drafts Converted into Currency and then back again to the Agency with the funds that after said funds had been received and entered upon the Cash Account I received notice that J.H. Fairchilds papers Relating to Pollock from Messrs Ladd amp; Tilton Bankers Portland, Oregon with whom we made the exchange of Drafts for Currency, that said Drafts were protested and they held us accountable for the return of Said seven thousand two hundred and thirty eight Dollars and Seventy five Cents, which made a necessity of making an other journey from the Agency to Portland to refund said mony from that day to this we have been obliged to meet the Current expenses of the Agency without this Money through all my Annual Reports and other Communications have called the attention of the department to this deficiency Add to the above explanation the lack of appropriate funds by the Department to Meet the treaty Stipulations and Subsist the Employes and Consider the Currency has bought but about half its face and you will see some reasons why funds have been misapplied. In addition to all the above I was peremptorily instructed not to get indebt. to obey the latter, I had in some instances to violate the former instructions
