Portland Oregon oct 2d 1871. To the Hon Council of the City of Portland Gentlemen I have to inform You that I have improved Street the 8th by Block No 241 acording to the ordinance: also Mill, Montgomery, amp; 9th by the permission of the Counsel, and that no provision has been made for the carying off the water by Said Counsel City Counsel the improvement has been made at great Expense in grading the Streets and filling Said Block, and without the necessary arragements for Carrying off Said water, I am liable to have great damage done to Said property, and Shall hold the Counsel responsible if Such damage is done by reason of Such neglect.
